4912 S 3RD ST continuation permit for driveway work

Louisville Water Company (applicant Kelli Starnes) is on a continuation permit to replace a lead service at 4912 S 3rd St, a property owned by Jozic Aleksandra, working on the stretch between W Tenny Ave and W Amherst Ave. The work is driveway-focused and includes one 4' x 5' pavement cut on the east side of S 3rd St; the driveway will be plated and reopened to traffic at the end of each shift, with restoration per LMPW utility policy. The project runs Jan. 25–Feb. 28, 2026, is managed by Joseph Sloan with Basham Construction as contractor, and residents plus local agencies were notified (letters sent 11/25/2025; emails to JCPS, TARC, Metro Government, METROSafe and 311).
