4354 S 3RD ST encroachment permit in progress
Louisville Water Company (applicant Kelli Starnes) has applied for an encroachment permit that will close a portion of South 3rd Street at 4354 S 3rd St. The owner is listed as BE RUBY IV LLC and the job is scheduled from August 23 to September 12, 2026 — the record notes a road closure but no street cut, utility cut, excavation, or sidewalk/lane closures, so it looks like a temporary full-street closure rather than major digging.
