3902 Northwestern Pkwy opened ENF-ZON-26-000594 zoning enforcement case

Owner Howard Billy Wayne is facing a zoning enforcement case at 3902 Northwestern Pkwy after a conditional-use permit was denied on Oct. 24, 2024, but the property continues to house people. City notes say four men are living on site with three vehicles — a black Ford SUV, a navy blue minivan and a silver Honda Accord — and warmer weather has made foot and vehicle traffic more visible. Neighbors report the black SUV even parking on the front lawn, so enforcement remains open and watching the increased activity.
