A zoning enforcement complaint says rental-property owner James Edward Adams II is operating an illegal chop-shop/car-repair business out of the home and garage at 2908 Richland Ave. Neighbors report six to eight cars behind the fence, new vehicles arriving late at night with machinery running, an open garage and car parts scattered in the yard; the zoning case is open and under investigation.
