1625 Cowling Ave Encroachment Permit Issued for Lead Replacement Project

Louisville Water Company is replacing a lead service line at 1625 Cowling Ave (owner Mitchell Ian F), with Southern Pipe Construction doing the digging and Joseph Sloan managing the project. They’ll close a lane and the sidewalk between Spring Dr and Maryland Ave, make one 4' x 5' pavement cut on the north side, and plate the road to reopen it at the end of each shift; work is scheduled for June 21–July 18, 2026. Resident notification letters went out on June 9, and the crew says the area will be restored per LMPW utility policy when the job is finished.
