1400 Highland Ave encroachment permit for verge boulder installation

Philip Lee Flarsheim has applied for an encroachment permit to place a decorative limestone boulder on the verge at 1400 Highland Ave. He says the short curb at the corner of Highland and Edward lets drivers take the turn too tight, repeatedly crushing his newly converted natural landscape and washing soil into the nearby storm drains, so the rock would serve as a visual cue and erosion buffer without blocking the sidewalk or sight lines. Per his note, a friend at MSD suggested getting a permit since the rules on verge decorations weren’t clear.
