306 Roy Wilkins Ave encroachment permit submitted for SUE work

QK4, working with applicant Matt Newman of HDR, will perform subsurface utility locating (SUE potholing) at 306 Roy Wilkins Ave for the ReImagine 9th Street project. They plan to vacuum-excavate about 30 small test holes to precisely locate underground utilities—roughly 12 cuts of about an 8" hole with 1' x 2' restorations—so designers know the horizontal and vertical layout beneath the street. The work, on property owned by Louisville Metro, is scheduled for April 20–29, 2026, will include lane closures, and uses a smaller-scale patch plan since the pavement will be removed during the larger project later in the season.
