1420 Bluegrass Ave encroachment permit submitted for Water Main Replacement

Louisville Water Company is planning a water-main replacement on Hazelwood Avenue between Wheeler Avenue and Bluegrass Avenue, with work touching 1420 Bluegrass Ave. Applicant Kelli Starnes says contractor Argenbright Dirt Works will do one pavement cut (about 4' x 160'), close the eastbound lane with flaggers while crews work (roads will be plated and reopened at the end of shifts), and restore the area per city utility policy; the property owner is William L. & Viola L. Stenger Living T and work is scheduled from 5/3/2026 through 9/12/2026.
