9701 Lower River Rd encroachment permit for fiber optic placement

Team Fishel, working for Crown Castle, is planning a directional-bore fiber-optic installation along Johnsontown Road between Lower River Road and Johnsontown Way that will affect the property at 9701 Lower River Rd, owned by Aaron T. Beaven. The job calls for roughly 1,440 feet of new 2-inch HDPE duct with fiber and two 24"x36"x24" handholes, all placed outside the pavement in the shoulder/sidewalk area. Work is scheduled May 4–17, 2026, and will mean temporary lane and sidewalk closures (no full road closure), so expect some short-term sidewalk and shoulder activity.
