515 Tin Dor Way encroachment permit for road closure and water main

Louisville Water Company (applicant Kelli Starnes) will install a new water main at 515 Tin Dor Way on property owned by Wilcox Joel Kelly, with work scheduled from March 22 to April 25, 2026. The job includes one pavement cut about 575' x 4' and will close Tin Dor Way & Kirsch Way during work, though roads will be plated and opened to local traffic at the end of each shift and restored per LMPW utility policy. Project manager Jacob Clark and contractor Basham Construction have sent resident notifications (and emails to JCPS, TARC, Metro Government, MetroSafe and 311) ahead of the work.
