815 S 45TH ST applied for encroachment permit

Louisville Water Company, with Chance Shely listed as the applicant, is moving forward with a continuation encroachment permit to install a water main on Garland Ave between S 45th St and S 44th St near 815 S 45th St (owned by Michael and Wanda Holt). Work is scheduled roughly March 15–April 4, 2026, and includes several 4-foot-wide dirt, pavement, and sidewalk cuts — the biggest being a 4' x 245' dirt cut along the north side of Garland and a 4' x 125' sidewalk cut on Loretto Ave — with roads closed during shifts but plated and reopened at the end of each workday. Seven Seas Construction is the contractor and Moe Manley is the inspector; a restoration and resident-notification plan is attached, and any damaged sidewalk panels will be replaced per Metro Public Works policy.
