1409 Hepburn Ave encroachment permit filed for lead service replacement

Louisville Water Company is replacing a public lead service at 1409 Hepburn Ave; the owner is V & A Construction LLC and Basham Construction is listed on the permit. The work closes the road and sidewalk between Edward St and Rubel Ave for a single 4' x 5' pavement cut on the south side, with work scheduled from 03/08/2026 to 04/11/2026; the road will be plated and reopened to traffic when the work is done. Restoration will follow LMPW utility policy — mill-and-pave curb to curb plus about 15' on each side of the cut — resident notification letters were sent on 03/03/2026, and Joseph Sloan is the project manager for questions.
