1240 Garvin Pl encroachment permit issued for road closure and detour

Louisville Water Company (applicant Kelli Starnes) is getting an encroachment permit to install a new private water service at 1240 Garvin Pl; the property is owned by My Garvin 1240 Trust and Basham Construction is the contractor on record. Crews will close the road between 1238 and 1240 Garvin Pl, put up detour signs, perform a 4' x 5' dirt cut on the north side (to be seeded and strawed or replaced with concrete panels if needed), then mill-and-pave curb-to-curb plus about 15' on either side as restoration per city utility policy — residents were notified at least seven days ahead and work is scheduled in early March through about March 14, 2026.
