3200 FERN VALLEY RD encroachment permit issued for water main installation

Louisville Water Company (applicant Kelli Starnes) is installing a new water main at 3200 Fern Valley Rd on property owned by Papercone Corp. The project runs roughly 02/15/2026–04/25/2026 and involves one long pavement cut (about 4' x 5,279' between Preston Hwy and Fern Valley Rd), alternating lane closures managed with flaggers (not both directions at once), temporary traffic lights, and road plating at the end of each shift; contractor CJ Hughes and project manager Scott Reynolds are overseeing the work.
