4901 Cooper Chapel Rd Encroachment Permit for Solar-powered LPR Camera

Flock Safety is proposing to install one solar-powered license-plate-reading (LPR) camera and Flock pole for LMPD at 4901 Cooper Chapel Rd. The device will be placed in the county parcel on the south side of Cooper Chapel Road in the right-of-way between Preston Highway and Preston Crossing Blvd (owner: TSP Cooper Chapel LLC), with a tech parking a van on the adjacent grassy area; work is scheduled Feb. 20–Mar. 27, 2026 and includes a restoration plan and site-specific traffic-control plan.
