400 E Gray St encroachment permit for closure between Preston and Jackson

Messer Construction Co., represented by project superintendent Daniel Moore, has an encroachment permit to close portions of E Gray St between S Preston St and Jackson St at 400 E Gray St while building the University of Louisville’s new Health Science Building at 615 S Preston St. The city-owned right-of-way (owner: Louisville Jefferson County Metro Government) will have two parking lanes, one traffic lane and the sidewalk closed for milling and resurfacing within construction barricades, removal of temporary striping and restriping to the original layout — the work is scheduled from 02/02/2026 to 02/01/2029, and Gresham Smith is coordinating permanent meter bagging with Public Works.
