977 Phillips Ln Encroachment permit for fiber optic placement and lane closure

Team Fishel, on behalf of Crown Castle, is planning fiber-optic work at 977 Phillips Ln on property owned by the Kentucky State Fair Board. They’ll directional-bore about 117 feet of new 2-inch HDPE duct (roughly 49 feet under the roadway), install about 443 feet of aerial fiber on existing poles, and expect temporary lane and shoulder closures plus a couple small 4'x4' street cuts; the work is scheduled for Jan. 5–18, 2026 and includes a restoration plan.
