4901 COOPER CHAPEL RD encroachment permit for solar-powered LPR camera LMPD

Flock Safety is installing one solar-powered license-plate-reader camera for LMPD at 4901 Cooper Chapel Rd, placed on the east side of South Watterson Trail near 7925 Fegenbush Ln between Fegenbush Ln and Glaser Ln. The work, coordinated with owner Highview Baptist Church Inc, includes a small 2x2 street cut in the dirt ROW, a van parked on the adjacent grassy area, and a site-specific traffic control and restoration plan, with work scheduled from 11/28/2025 to 12/26/2025.
