2629 ROWAN ST encroachment permit issued for road closure

Louisville Water Company is moving forward with an encroachment permit to replace a lead service line at 2629 Rowan St for owner Sherry Melissa Despain, closing Rowan Street between N 28th and N 26th while crews work. Work is scheduled 11/30/2025–12/27/2025, handled by Basham Construction with project manager Joseph Sloan; crews will plate the road and reopen it at the end of each shift, make one 4' x 5' pavement cut on the east side of Glendora Ave, and restore the site per LMPW utility policy — resident notices were sent on 11/20/2025 so it should feel more like a nightly pit stop than a months-long blockade.
