9112 Gayle Drive applied for encroachment permit to keep crushed stone in ROW

Homeowner Dylan McGraw is applying for an encroachment permit to keep crushed stone he installed in the public right-of-way to stop persistent mud and water pooling next to his driveway at 9112 Gayle Drive. He says the stone fixed severe neighborhood flooding on his lot, but he received a violation notice and is asking the city to allow the material since it creates no obstruction and, he notes, is commonly permitted on residential lots when done safely. The application lists planned work between 10/26/2025 and 11/26/2025 as part of closing out the right-of-way flooding project.
