4510 POPLAR LEVEL RD encroachment permit denied for solar-powered LPR camera
Flock Safety applied to install one solar-powered license-plate–reading camera and Flock pole for LMPD at 4510 Poplar Level Rd, a property owned by Burgess Properties LLC. The proposal called for a small excavation with a 2x2 street cut on the east side of the sidewalk (the sidewalk itself wouldn’t be impacted), crews parking in an adjacent lot, and a site-specific traffic-control plan on file. The work was slated to run from July 2 to August 8, 2025, but the encroachment permit was denied.
