Prime8 Investors LLC, led by Richard Rowland Jr., has submitted a tobacco-ordinance application to operate a 24-foot V-nose utility hauler as a Mobile Cigar Lounge at 102 W Main St. Because the trailer stays under the 80% coverage threshold in Louisville’s smoking rules (LMCO 90.02), it’s treated as a non-building — more of a rolling cigar hangout than a brick-and-mortar lounge.
