Owner Angela Yvette Young at 628 E Breckinridge St is the subject of an open zoning enforcement case after a caller reported a fence was put up yesterday across the private alley behind the property. The caller says that fence blocks access to the off-street parking pads for 622, 624, and 626 E Breckinridge St, and that the alley is reserved in the deeds for all the buildings, leaving several residents unable to reach their parking.
