Complaints allege large tow trucks are parked daily in the dead-end cul-de-sac—sometimes blocking the roadway—while a big backyard garage is used for repairs, residents report burning that smells like rubber and plastic, oil and fluid leaks onto the street, and concrete curbing has blocked the sidewalk.
