3203 Catalpa Farms Dr opened zoning enforcement case ENF-ZON-26-000912

Stephen Halsmer, a Catalpa Farms homeowner, asked zoning enforcement for a written determination on whether developer Rhodes Group LLC violated the approved subdivision plan by not building the community center and pool required by Note #16. The amenity tract at 3203 Catalpa Farms Dr (about 9.4 acres), still owned by Rhodes Group, now has a completed pavilion and dog park instead, and a 2022 Category 2B application that might have addressed the change was withdrawn with no amendment filed. Halsmer notes the developer recently began transferring common-area deeds to an HOA it controls and wants zoning to say whether Note #16 is enforceable, whether the pavilion/dog park needed an approved Cat2B plan, and what enforcement action will follow.
