Owner Labarta Raul Garcia is the subject of an open zoning enforcement case after neighbors complained about commercial activity at 2509 Bagby Way. Neighbors say two large box trucks are parked there constantly with engines idling and backing beepers sounding while mechanical work is done in the street—summed up as a residence being used like a business parking lot.
