2440 Bardstown Rd Zoning enforcement for Kroger parking lot lights and banner

A neighbor has filed a zoning complaint against The Kroger Co. and Kroger Limited Partnership I saying new parking‑lot lights installed in January 2022 at 2440 Bardstown Rd. are much brighter, unshielded, and mounted 24–30.5 feet high with fixtures over 1,800 lumens, and that Kroger also affixed a permanent banner to the back of the building that’s visible from nearby homes. The complainant alleges both the lighting and the banner violate the site’s binding elements, the store’s conditional‑use permit, and land development code section 4.1.3, and the zoning enforcement case is currently open.
