3208 Springfield Dr NOV issued for curbside carts past collection day and debris

An NOV was issued to owner Joseph K. Hobbs after inspectors found garbage carts left out past collection day plus a dresser and loose debris sitting in front of 3208 Springfield Drive. Because this is an apartment building, inspectors couldn't post the notice on the front door, so the NOV will be mailed to the PVA-registered owner for follow-up.
