4903 S 5TH ST Code Violation: Concrete slab poured in alley, damaging asphalt

Owner Samuel Berry IV poured a concrete slab on the back of his garage at 4903 South 5th Street, and in doing so appears to have torn up the alley’s asphalt. Neighbors report the displaced asphalt is now crumbling and dislodging where it wasn’t deteriorating before, and a property maintenance/code violation case is open to address the damage.
