Owners Joseph C. and Anna M. Howell are the subject of an open property maintenance case at 7016 Nathan Hale Way after a neighbor reported a Burgundy Chevy van that's been inoperable and sitting for more than 10 years. The complaint says the van is being used to store junk, is attracting rodents, and the owner has started tossing brush and trash behind it, prompting a city follow-up.
