2044 Midland Ave 4 code violation case opened

An Investigative Housing Standards & Consumer Protection Liaison has filed a formal code-violation escalation against landlords Bill Cowley and Mary Cowley for 2044 Midland Ave, Unit 4, saying former tenant Susan Bryan endured a hazardous, overcrowded conversion with rotten structural members, missing window egress, weatherproofing failures and active infestations. The complaint alleges a September 2025 enforcement file was improperly closed and accuses field officers Smiley and Goatly of collusion; it demands reopening the case, an internal affairs investigation, an independent structural audit with possible emergency condemnation, and referral to the State Attorney General.
