3523 Winchester Rd: Bamboo encroachment cited in code violation

Owner Wilson Charles Dale says a neighbor’s bamboo has crept about three-quarters of the way across his yard at 3523 Winchester Rd and is now within 10 feet of his home. In an open property-maintenance case he notes the invasive grass has already cost him 100+ hours of manual labor and is asking the city to require the neighbor to install a root barrier to stop further encroachment.
