945 Barret Ave code violation for soil removal at rear alley

Matthew Farmer is removing large amounts of soil behind 945 Barret Ave, apparently lowering an elevated rear area to create a parking space, and neighbors say work has been going on for the third or fourth day. Code enforcement reports the brick alley is thickly caked in mud and unsafe for pedestrians (some cars are sliding), and the job requires a permit because the necessary retaining walls would be over 4 feet tall.
