227 Blackburn Ave opened for code violation

Owner Frank Stephen L has an open property maintenance case for 227 Blackburn Ave after complaints that the backyard has hosted a fallen tree for more than two years. The report says the yard has never been mowed—grass over two feet, weeds and vines shooting up toward 20 feet and creeping into neighboring lots—plus scattered trash and debris and conditions that are said to be harboring vermin.
