Owner Michael J. Burke at 2308 Rowan St has a property-maintenance complaint claiming the side yard grade was built up so high it’s dumping water and mud through the fence onto a neighbor’s property. The neighbor says Mr. Burke adds dirt daily—an inspector, Ms. Michelle B., saw him remove only an inch—and the fill still sits roughly four inches above the fence line, leaving only about three inches of visible foundation and a temporary metal barrier in place until the adding stops.
