Owners Timothy C. and Donna L. Downing are listed on an open property maintenance code-violation case for 624 Baxter Ave after residents reported a faulty alarm system that keeps going off. Tenants say it’s happened more than 10 times since June and several times this week, forcing people to sit in their cars to stay warm while the issue waits to be fixed.
