Owner Martinez Ubikelmis Quintan is the subject of an open property maintenance case alleging operation of a business from the residence at 4329 Whitmore Ave. Neighbors complain that cars, trucks, auto parts and junk fill the front yard and street, leaving the yard “destroyed” and the whole block looking unkempt — the report says everyone on the street is furious.
