4111 BELLS LN Environmental Permit for asbestos abatement on Tank B131 top
National Environmental Contracting, Inc. will remove presumed asbestos-containing insulation from the top half of tank B131 in the Poly #4 area at 4111 Bells Ln (a Zeon Chemicals LP facility) so new insulation can be installed; no other materials will be disturbed. The asbestos abatement is scheduled for Feb. 23–Mar. 2, 2026, covers about 100 sq ft of friable thermal insulation, and will be done under full containment with negative pressure machines, HEPA vacuuming, PPE, and disposal at WM – Outer Loop Landfill; NEC previously removed the tank’s bottom half under an earlier permit.
