Neighbors say bright lights are bothering 227 Franck Ave
Smelled a little too bright near 227 Franck Ave? One neighbor says the lights there are washing out the block.
They say the back and side yards have exposed bulbs and no shielding, and some lights strung up in a dogwood tree have exposed filament, too. The spotlights, they say, are bothering nearby properties.
