1450 INDIANA AVE odor complaint over animal hoarding with 40+ animals

Someone called about a strong odor of animal feces, urine and a dead-animal smell coming from 1450 Indiana Ave, a home that was previously an animal hoarding site where more than 40 animals were removed.
The caller says people are hauling items into a dumpster who don't appear to be professional cleaners and there's concern about possible biohazard material; APCD Community Compliance has the odor case open.
