Neighbors report dumped garbage at 514 Locher Aly
Somebody dumped a mess at 514 Locher Aly, and one caller says it may be tied to a pawn shop owner nearby.
That neighbor says she pays homeless people around the area to haul her garbage and leave it in this stretch of Locher Alley.
They also said there may be evidence in the trash showing where it came from.
