Applicant Peter Gigante is proposing to replace five failing, non-historic vinyl insert windows at 1106 S 3rd St (owner Williamson James) with custom-fit Infinity by Marvin Ultrex fiberglass double-hung, full-frame replacements, with a project cost estimated at $15,000. The vinyl inserts—installed by a previous owner around 2005–2010—were improperly fitted, causing water infiltration and severe rot that has left the original frames structurally unsafe and beyond repair.
